Chavez wins chance of fresh term

Venezuelans have voted to lift limits on terms in office for elected officials, allowing President Hugo Chavez to stand for re-election.
With 94% of votes counted, 54% backed an end to term limits, a National Electoral Council official said.

A proposal to end presidential term limits was one of a package of 69 constitutional changes narrowly rejected in a referendum in late 2007.

At the risk of polarizing Venezuela’s deeply divided society further, the victory could also strengthen Mr. Chávez’s current mandate as he reacts to a sharp fall in the price of oil, the export commodity that has financed his broadly popular poverty-reduction projects.

At polling stations here, the sway of Mr. Chávez’s ideology, which combines elements of Christian liberation theology and oil-financed social welfare projects with a fierce rejection of Washington’s policies in Latin America, influenced some voters.

Ministers also called for urgent reform to the International Monetary Fund, saying the crisis had shown weaknesses in the world financial system.

"We agree that a reformed IMF, endowed with additional resources, is crucial to respond effectively and and flexibly to the current crisis," the ministers' statement said.

Japan boosts support for trade finance programme

Japan has boosted support for a World Bank programme to support trade finance and finalised an agreement to lend $100bn to the International Monetary Fund to combat the global financial crisis.

Tokyo’s $1bn commitment to easing trade finance – in partnership with the International Finance Corporation, the private-sector arm of the World Bank, and the Asian Development Bank - comes in the face of a widespread global shortage of trade credit lines.

The $100bn Japanese contribution to the IMF was recently agreed by the fund’s executive board. It will increase markedly the resources immediately available to the fund in the short term, which currently total $142bn.
